Summary:      Over 15 years of experience in senior executive corporate maritime security operations, and federal law enforcement activities specializing in anti-terrorism, transportation security & physical, personnel and information security protection. Professional experience has included executive management positions and consultant to several Conglomerates.  I have been an advisor and Subject Matter Expert (SME) to several US government agencies, including the Department of Homeland Security (DHS), US State Department and with the Bureau of International Narcotics & Law Enforcement (INL) in anti-terrorism and anti-criminal efforts with the primary focus on the protection of critical infrastructure. Adjunct Criminal Justice Instructor at Brown Mackie College Broward & Miami-Dade, Florida. Present, develop and supervise; course description, objectives, instructional methods, syllabus, lesson plans, lecture topics, instructor notes/presentations, selected assignments, research papers and test materials (i.e., Quizzes, midterm and final exams).  Develop online curriculum to include, but not limited to; real-time interactive threaded discussion forums, journals and Flipboard presentations. 

Developed and supervised; training objectives, curriculum, lesson plans, instructor/student guides, supplemental materials and exams utilizing DHS/US Coast Guard MTSA required Facility Security Officer (FSO) training criteria.  Training provided to sworn and private contract security personnel in Miami-Dade & Broward County, Florida.

Conduct physical, personnel and information security audits and assessments of private and public sector critical infrastructures. Create security assessment reports, security and emergency management crisis response plans.

Develop, amended and review existing and other related security and safety standard operating policies and procedures including training programs.

                        Regional Safety and Security Officer (SSO)           

Acted as interim Senior SSO with nationwide security oversight for all USAID/SEC initiatives and programs. Direct liaison with RSO, INL, ISAF, DoD, OGA, AAG, OSAC, RMC and development implementing partners (IPs)/NGOs and Senior staff from various agencies, departments and others as required in support of the Mission.

Ensure that USAID personnel including implementing partners (IPs)/NGOs follow USAID, RSO, DoD and Government rules and regulations. Monitor and update USAID safety and security policies and procedures. 

Point of contact for all program related and non-routine security matters within USAID/Afghanistan. Apply full range of established security protocols and rules to safeguard sources and IPs.  Ensure utmost safety and security for IPs operating in the field through training, operations tracking and information dissemination.

Support security functions within the mission as directed by the RSO and the Mission Director, assist in surveying areas and identifying security, intelligence and terrorism threats. Make site visits to IP guesthouses, compounds, projects, and travel with military convoys. Conduct analysis and evaluate information (political, economical, social, technological, or military conditions) as relates to IP safety and security.  Conducts segments of advanced surveys to identify security risk, and assist in developing threat mitigation strategies. Travel to core programs and construction sites to assess USAID & IP staff safety and security requirements.

Plan and respond to oral, written or electronic request from other organizations and agencies for information. Disseminate incident summaries to IP and subcontractors, the RSO and other offices determined to have “need to know” basis. Sole responsibility to brief Ambassador, Mission Director, US MIL Chief of Staff and EXO.

Track IP locations and operations as well as incident and events that could affect the security situation. Receive and consolidate all SIR and SPOT reports as they are provided by IPs and other sources.  Maintain a database cataloging all security incidents by date, type, regional and provincial location.

Review existing and proposed multi-million dollar security budgets for; reasonableness, accuracy and cost-effectiveness.

Monitor, account, distribute and track US Government-funded multi-million dollar security inventory (i.e., Armored Vehicles, Body Armor, SAT phones, Metal Detectors, etc.) used by IPs.  Responsible for the proper destruction and disposal of all non-serviceable security equipment in country.

Developed curriculum and provided antiterrorism training to local, state and federal law enforcement officers as an Adjunct Instructor to the Federal Law Enforcement Training Center (FLETC) Proctor Seaport Security and Antiterrorism Program (SSATP) in Glynco, Georgia.

Senior and Head Instructor at SeaSecure and Maritime Security Institute (MSI); develop, presented, supervised and evaluated security related training curriculum to both foreign and domestic; executive management, security staff, military, law enforcement and emergency management personnel. 

Develop, present and evaluate FSO/VSO/CSO, CTPAT, CSI, SCI and BASC training curriculum and implement specific training programs; classroom, workshops, seminars, interactive web-based curriculum.

Senior Instructor at SeaSecure and RailSecure developed, conducted, facilitated and evaluated discussion (Table-Top) and operations (Full Scale) based drills and exercises utilizing DHS/HSEEP methodology. Exercises utilizing NIMS/ICS protocols and included multi-agency and multi-jurisdictional partnerships including; local, county and state law enforcement and emergency responders.  Scenarios ranged from WMD/CBRN to Suicide Bombers.
