  • You have a minimum of 3 years of experience in business and/or partnership development with government organizations. 

    • Experience specifically with technology adoption is a plus. 

  • You have a minimum of 3 years experience in at least one of these domains: maritime, fisheries fisheries, conservation, or sustainability. 

  • Familiarity with the concepts of machine learning and artificial intelligence.

  • Strong verbal and written communication and presentation skills in English.

    • Preference will be given to candidates who can speak at least 1 other language used in this region besides English.

  • You hold a Bachelor’s degree (B.A. or B.S.) from an accredited institution in a related field and at least 2+ years of relevant experience or an equivalent combination of education and experience.

  • You have worked before as an independent contractor. Previous experience with start-ups/small teams is a plus. 

  • You are able to travel for international engagements (up to 30% of your time) and flexible with working across different time zones, recognizing the global nature of our work.

    • Preference will be given to candidates based in a well-connected city for international travel.

  • You thrive in fluid, changing, and ambiguous environments.

  • You are willing to "pitch in" where necessary to support the team's goals and mission.

  • You are curious and humble. You always seek to understand what you don't know.

You have domain experience in maritime enforcement or environmental conservation. You're adaptable, like to travel, and help solve problems. You are highly self-motivated and do not need day-to-day hands-on support.

About Ai2 Skylight & Exulans:

Skylight is a program at the Allen Institute for AI (AI2) that offers premier data and analytics at no cost to navies, coast guards, fisheries, and park agencies for 50+ countries all over the world to monitor their oceans. Skylight supports the monitoring, control, and surveillance (MCS) of behaviors that may indicate illegal fishing and other maritime crimes. Skylight’s AI-powered data outputs are delivered through both a browser-based interface and an Application Programming Interface (API). Skylight is highly dependent on strategic partnerships to expand our reach. Within Ai2, Skylight collaborates heavily with other programs applying AI for the environment.

AI2 has contracted Exulans to fulfill this contract (this role would be contracting with Exulans and not AI2 directly). Exulans provides a wide array of consulting products and services to improve conservation and compliance with fisheries, wildlife trafficking, and ocean conservation law. Exulans staff brings decades of strategic and operational expertise in program management, day-to-day operations, and leading stakeholder engagement. 

About the Position:

Skylight’s user base is growing rapidly and we are seeking a contractor to support our users and partners in Southeast Asia and the Pacific Islands region. As the regional program manager, you are the ‘face’ of Skylight to these partners, helping isolate their needs and figuring out how Ai2 and Skylight can help. You are based in the region and able to travel throughout the region. 

What You’ll Need to do:

  • Develop and maintain strong relationships, particularly with governments, IGOs, and NGOs. Continuously brainstorm and problem-solve how to expand our impact and deepen adoption.

  • Utilize strong intercultural communication skills to navigate complex landscapes of agencies, authorities, and partners and drive impact.

  • Have or develop a thorough understanding of the Maritime Domain Awareness (MDA) space, including how technologies can combat IUUF, to present Skylight to a variety of audiences. 

  • Engage with a range of personas to understand their needs relatively quickly, gauge how we can best meet their needs, and/or introduce them to other NGOs with shared missions.

  • Conduct user research and translate feedback you have gathered from partners with the Skylight development team, including product managers and engineers. 

  • Work with the rest of the Skylight team to evaluate Skylight's growth, value, and impact on a regular basis, such as by analyzing usage, implementing surveys, and conducting interviews.

  • Support media outreach and external communications with users in your region.
