Bachelor's degree or equivalent combination of education and experience.
5 years of administrative and or administrative management experience Preferred Education Bachelor's degree in marine transportation or marine engineering or equivalent combination of education and experience.
3 years of experience in maritime training administration and operations. 1 years of experience leading and managing college-age students or adults and/or 1 years of experience with US Department of Transportation or US Military service.

Prefer candidate possess and maintain a current USCG-issued Merchant Mariner Credential as 3rd mate or 3rd assistant engineer or greater with Officer of a Navigation Watch or Officer in Charge of an Engineering Watch.

65% USCG Licensing Program Administration -
Mariner Licensing Program Manager plans, organizes, directs, and manages day-to-day activities, developing and implementing procedures for the administration of the cadet credentialing and licensing program. Establish working relationships with and serve as point of contact with United States Coast Guard’s (USCG) National Maritime Center (NMC) and advises the TAMMA Administration and Academic Departments on issues pertaining to TAMMA USCG Program approval. Assists the Deputy Superintendent in the development of policy and procedures to comply with USCG and federal regulations. In conjunction with the program administrator advise cadets on their licensing program plan, testing, and completion.
Operate, maintain, and review for compliance the sea time tracking in the student record system. Verify that entries of “at sea” service and “watch/maint” service and “class/lab/shop” service is correctly entered. Continually tracks and monitors sea service to ensure that cadets are proceeding according to their “model plan” and creates, recommends, and implements processes for corrective action for sea time completion.
Plans and directs new cadet document intake, coordinating with the various units of TAMMA to ensure we capture the required forms and information. Ensures candidates for graduation are properly cleared within program approval and TAMU(G) guidelines for degree and license conference. Ensures that all cadets have their required credentials and trainings for their sea terms. Function as the point of contact with the local USCG REC to coordinate the traveling examination team and license testing, this includes dates, locations, and materials required. Composes and monitors communications with individual cadets and the corps at large regarding issues in this area of responsibility.
20% QSS, Auditing and Compliance -
Liaison with NMC and TAMMA for program renewal and periodic external audits of licensing program related to compliance with USCG SOP and other federal, state or TAMU(G) regulations. Create and administer Quality Standard Systems (QSS) and regular internal audits of licensing program to ensure compliance with SOP and program approval.
10% Strategic Shipping Mariner Program (SSMP) and Naval Reserve Officer Training –
Serves as the point of contact and liaison for the SSMP program at TAMUG. Create and implement awareness campaign to grow cadet population in the SSMP program in conjunction with the assigned SSO. Liaison with MARAD and Financial Aide to coordinate Student Incentive Payments. Serves as liaison with NROTC unit.
