Project Management & Execution

  • Lead end-to-end execution of government programs from award through delivery
  • Develop and manage project schedules, budgets, and resource plans
  • Monitor progress and ensure adherence to timelines, milestones, and deliverables
  • Identify risks and implement mitigation strategies

Government Contract Compliance

  • Ensure compliance with all federal, DoD, and NAVSEA contract requirements
  • Interpret contracts, statements of work (SOW), and technical specifications
  • Maintain audit-ready documentation and reporting standards
  • Coordinate with Contracts, Quality, and Compliance teams

Stakeholder Communication

  • Serve as primary point of contact for government customers and stakeholders
  • Provide regular project status updates, reports, and briefings to leadership
  • Coordinate internal teams including Production, Engineering, Quality, and Procurement

Financial & Cost Management

  • Track project costs, labor hours, and material usage
  • Ensure projects are delivered within budget and identify cost-saving opportunities
  • Support invoicing, billing, and financial reporting requirements

Subcontractor & Vendor Management

  • Coordinate with subcontractors to ensure scope, schedule, and quality expectations are met
  • Review and approve subcontractor deliverables and performance
  • Support procurement and subcontracting processes

Quality & Safety Oversight

  • Ensure adherence to quality standards, including ISO 9001 and government specifications
  • Support inspections, testing, and acceptance processes
  • Promote a culture of safety in alignment with OSHA and shipyard standards

Qualifications

Education & Experience

  • Bachelor’s degree in Engineering, Business, Project Management, or related field (or equivalent experience)
  • 5–10+ years of project management experience in shipbuilding, marine, or heavy industrial environments
  • Experience managing government contracts (DoD/NAVSEA preferred)

Certifications (Preferred)

  • Project Management Professional (PMP) – Project Management Institute
  • Lean Six Sigma certification

Technical Skills

  • Strong understanding of government contracting and compliance requirements
  • Ability to read and interpret engineering drawings and technical specifications
  • Experience with ERP systems and project tracking tools
  • Proficiency in Microsoft Office (Excel, Project, reporting tools)

  • Must comply with all safety and PPE requirements
Description

The Government Program Manager is responsible for the planning, execution, and delivery of government-funded shipbuilding and repair projects. This role ensures compliance with all contractual, regulatory, and quality requirements while managing schedules, budgets, and cross-functional coordination. The Project Manager serves as the primary liaison between SJSB, government agencies, and subcontractors.
