ABOUT THE CALIFORNIA STATE UNIVERSITY MARITIME ACADEMY:
Established in 1929, California State University Maritime Academy, a campus of the California State University, is the only degree-granting maritime academy on the West Coast. Located on a scenic waterfront site in Vallejo, the campus serves a student population of approximately 1100 undergraduates and 50 graduate students. The campus currently offers undergraduate degrees in Mechanical Engineering, Facilities Engineering Technology, Marine Engineering Technology, Marine Transportation, Global and Maritime Studies, and Business Administration. A master’s degree in Transportation and Engineering Management is offered as well as a number of extended learning programs and courses.
• Electronic equipment and electrical installations: Maintain and repair vessel’s equipment and installations to support housing, training and operational needs including automation controls. Responsibilities include:
o Electrical installation and repair to USCG/ABS standard.
o Work independently and/or supervise student workers in the maintenance and repair of all electric motors, main and emergency switchboards, ventilation, fire detection system, ships general alarm, all vessel lighting systems, all batteries, deck equipment including cranes, winches and windless, and all other electrical related systems.
• Servers & Telecom Operating Systems: Monitor and maintain operating systems to ensure minimal interruption and maintain maximum system availability. Examples of typical work activity include:
o Diagnose and resolve Windows 2012, 2016 server operating systems, programs, & Applications
o Create new user accounts & mailboxes on Exchange Servers, monitor email, web traffic & ship web.
o Maintenance of Avaya PBX systems & coordinate updates & changes.
o Troubleshoot voice communication.
o Generate training delivery system accounts for students and faculty.
• Satellite Connectivity, Monitoring & Security: Analyze and monitor network & satellite activity to ensure optimal network operation. Examples:
o Monitor network usage, traffic and performance of Inmarsat Equipment.
o Monitor Inmarsat server, workstation and base application connectivity.
o Call Inmarsat Support for connectivity & outages.
o Maintain Firewall for optimum connectivity & security. Coordinate updates with central IT.
• Network Administration: Administration of network infrastructure resources to optimize services and access to health center equipment, workstations, servers & VLANs.
o Install, configure and maintain cabling infrastructure of wireless network.
o Maintain credit card equipment, switches, and X-Ray machine.
o Maintain radars, ECDIS and other bridge equipment as required.
• Hardware Operation and Maintenance: Ensure that equipment and systems in assigned areas are in good condition and are properly maintained including manuals. Examples of typical work activities include:
o Perform preventative maintenance of equipment alignment and calibration.
o Replace or repair worn parts such as UPS batteries, hard drives etc.
o Perform equipment and system setup (including necessary interconnections) and performance monitoring.
• Physical Installation: Perform the installation of equipment and/or systems in a timely manner ensuring appropriate installation and connections. Examples of typical work activities include:
o Assist in planning and implementing installations and/or facility layouts.
o Perform physical installation (e.g. wiring, cables, microwave/satellite communications modules, components and sound systems and necessary interface cards).
o Move or relocate equipment.
o Plan, estimate and order equipment and materials necessary for project completion.
o Ensure compliance with safety codes & best practices.
• System Software: Provide PC/workstation support for hardware and systems software interfaces. Examples of typical work activities include:
o Install and configure standard operating and network systems and integrate them with related systems.
o Ensure system integrity between hardware and operating systems, perform software modifications and troubleshoot as needed.
o Maintain and support hardware and software for stand-alone systems.
o Perform Local Area Network (LAN) and system backups.
o Administer and maintain LAN, file server, and/or network operating system.
o Work with Faculty on Software & Classroom software/hardware needs including projectors & lab equipment.
• Simulator Maintenance: Monitor and maintain operating and simulation systems to ensure minimal interruption and maintain maximum system availability:
o Responsible for maintaining and troubleshooting problems with all the Training Ship’s simulations equipment.
o Diagnose and resolve system operating systems and program failures.
o When the ship is shore side, the ETO may assist the Simulations Manager with emergency repairs/troubleshooting on the Sim Center Transas equipment or Kongsberg/L3 diesel simulators.
• The Electro-Technical Officer will be required to participate in the Academy's annual training cruise of approximately 60 days as a condition of employment. The candidate will be required to work a variety of shifts that may include working days, evenings, weekends and/or holidays. The successful candidate will be subject to the Academy's random drug testing program, be required to complete a background investigation and pre-employment physical, including a drug test prior to beginning work. As required by Federal regulations, the candidate must be able to obtain a Merchant Mariners Document issued by the US Coast Guard, and a TWIC card issued by the Transportation Safety Administration. In addition, each year the candidate must pass a pre-cruise physical and drug screening for participation in the training cruise.
• A background check (including a criminal records check) must be satisfactorily completed prior to any candidate being offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for this position.
• The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.
• Incumbent may be assigned as the department tag out/lock out coordinator.
KNOWLEDGE, SKILLS AND ABILITIES:
• Thorough knowledge of the methods, materials, and tools used in building, installing, maintenance and repair of shipboard electrical, automation, simulation, communication and HVAC equipment.
• Ability to observe, analyze and perform troubleshooting on various equipment. Ability to review, plan, and modify installations to meet the operational needs of the vessel. Ability to install and maintain shipboard housing equipment.
• Ability to communicate and cooperate with vessel’s crew and students in handling of these tasks.
• Knowledge of information technology systems and/or applications, including access procedures, networks, and/or databases.
• Thorough working knowledge of shipboard electronics, network systems, IT installations and satellite communications.
• Knowledgeable of electronic theory and ability to perform all required equipment inspection, evaluation of performance, troubleshooting, preventive and corrective maintenance, and minor repairs to shipboard communications systems.
• Proficient in the proper use of a wide variety of diagnostic programs, electronic test equipment and tools. Skilled in diagnosing problems and determining appropriate corrective action.
• Knowledgeable of the Electrical Safety Program and safety requirements of the equipment worked on.
• Ability to observe all safety rules and take appropriate precautions to ensure personal safety and safety of co-workers.
• Proficient in the performance of shipboard emergency drills, and working aloft.
• Skilled in interpretation of electronics technical manuals, drawings, specifications and schematic drawings.
• Proficient in the proper use of a wide variety of diagnostic programs and electronics test equipment and tools.
• Skilled in diagnosing problems determining appropriate corrective action.
EDUCATION AND EXPERIENCE:
• A bachelor’s degree in Electrical Engineering, Marine Engineering Technology, Electronic Engineering Technology, or Facilities Engineering Technology OR equivalent relevant professional experience may be substituted on a year for year basis.
• Three years of relevant professional experience.
• Applicable maritime certification for an Electro-Technical Officer (ETO).
• Certificates such as Microsoft; Radar/ECDIS; etc.
• Knowledge of data administration principles and techniques
• Knowledge of network administration
• Ability to integrate multiple applications and/or systems
• Knowledge of virtualization software
