Required Licenses and Certifications

Must hold and maintain a valid TWIC (Transportation Workers Identity Card) and US passport. Licensed by USCG as Third Mate of Steam or Motor Vessel of any Gross Tons Upon Oceans, Radar Observer (Unlimited).

Endorsements must include:

  • STCW II/5 Able Seafarer Deck,
  • STCW VI/I Basic Safety Training,
  • STCW VI/2-1 Proficient in the use of survival craft and rescue boats other than fast rescue boat (lifeboatman),
  • STCW VI/3 Advanced Firefighting,
  • STCW VI/4 Proficient in Providing Medical first aid,
  • STCW VI/6 Vessel Personnel with Designated Security Duties.
  • Radar Observer (Unlimited)/ARPA/ECDIS

Preferred Licenses and Certifications:

STCW VI/2 Proficient in Fast Rescue Boat. VSO Endorsement.

Required Special Knowledge, Skills, and Abilities:

Must be proficient in all aspects of Bridge Navigational Watch-Standing (OICNW). Excellent organizational, managerial, and supervisory skills. Ability to deal with a wide variety of individuals while training Corps of Cadets in Maritime skills. Ability to multi-task and work cooperatively with others. Proficient in the use of desktop and personal computers. Effective leadership skills and written / oral communications skills.

Preferred Special Knowledge, Skills, and Abilities:

Proficient in the use of Nautical Systems Enterprise (NSE). Working knowledge of Safety Management Systems and ISM Code.  High level of proficiency in Celestial Navigation.

Job Responsibilities

45% - Ship Operations

Works in conjunction with and reports to the Captain and the Chief Mate. Forms part of the Bridge Resource Management Team.  Assists in verifying that all logbooks and other documents are properly maintained. Is responsible for supervising deck work / maintenance and keeping planned maintenance system records.  Assists in vessel security.

10% - Ship Navigation

Is responsible for supervising an Underway Bridge Navigational Watch (OICNW).

40% - Cadet on-the-job training

Participates in the education and instruction of Deck Cadets. Assists in instructing the cadet maintenance section in general deck maintenance and maintenance and inspection of lifesaving appliances, firefighting equipment, and other safety equipment. In conjunction with other deck officers and the Commandant’s staff, oversees the cadet watch on board the vessel.

5% - Other

Performs other duties as assigned.

Other Requirements or Other Factors:

Must be proficient is the use of Deck Machinery including Hydraulic Cranes. Ability to lift or move heavy objects, and exert moderate force. Must pass USCG/DOT drug test prior to employment and participate in the University’s random drug testing plan for drugs and alcohol required by TAMU System and University Rule (34.02.99 M1, 8.6.1).

Must be able to sail during all designated underway periods, including training cruises aboard designated training ships and be present for shipyard periods or other periods the training ship is away from Galveston. Requires standing, stepping through hatches, climbing ladders, and working in close spaces. Requires the ability to wear required personal protective equipment. Must be able to work in various temperatures, indoors and outdoors in all weather conditions including heat, cold, rain and dry environmental conditions.

Job Description Summary

The Third Mate, under general supervision of senior officers, is responsible for lifesaving appliances and firefighting equipment, and safety and maintenance of same. The Third Mate will be required to supervise numerous cadets and/or student workers doing safety inspections or maintenance during their work day.


Required Education:

High School Diploma or GED, or equivalent combination of education and experience.

Required Experience:

No experience required.

Preferred Education:

Graduate of a US Maritime Academy.

Preferred Experience:

Previous ship-handling experience – underway – un-docking and docking – anchor handling and vessel mooring. Shipyard overhaul experience. Some experience as able-bodied Seaman, unlimited. One-year post-licensure experience as a licensed deck officer on a ship.
