Marine Inventory Control Specialist

 

Position Summary:  We are looking for a qualified and experienced individual who will under general supervision, purchase, monitor, control and distribute consumables and parts used in ferry operations, maintenance and repair. 

Characteristic Duties and Responsibilities are as follows: 

Monitor the status of consumable products used as a part of ferry operations, such as liquids (fuel, lubricants, coolants, etc.), paper products (toilet paper, towels, etc.), and anti-icing products. Ensure availability through timely ordering, proper stowage and effective inventory control.  Work with vessel crews to ensure their operational needs to provide quality customer service are being met. 

Ensure the purchase, retention and distribution of applicable regulatorily mandated components, such as nautical publications, navigational charts, flares, safety equipment, lights and life rings.  In cooperation with vessel crews, contribute to vessels being maintained in compliance with regulations, sound marine practices and within expiration dates of applicable parts, components and publications. 

Work in close cooperation with vessel maintenance staff to ensure parts, specialty tools and operating liquids are available when needed. Assists management and maintenance staff in providing required parts and services in response to unanticipated repair needs, and supports the timely return of assets to service. 

Work with the agency’s purchasing department to obtain and review prices and/or quotes for all required parts and minor equipment orders and reconcile related paperwork prior to submission for payment; coordinate and review physical inventories; review stocking levels and optimize ordering in support of system efficiency; establish systematic protocols for inventory control, review and implement changes to increase effectiveness and efficiency. 

Maintain and order computerized parts and consumable inventories and constantly reevaluate process, policies and procedures to determine if improvements can be made. 

Work closely with agency’s finance department to ensure that the inventory costing system reconciles with the financial accounting system; prepare reports for management and auditors; ensure that all maintenance projects are entered into the inventory costing system. Responsible for ensuring that mechanics, administrative staff and contractors report all vessel/dock maintenance projects that need to be tracked in the inventory costing system. 

Establish professional working relationships with a wide variety of marine vendors, work with the Finance department to set up accounts to facilitate the acquisition of marine parts and services and ensure proper, timely and accurate payment. 

Maintain records; conduct research and prepare reports; evaluate service and make suggestions for improvements. Monitor and ensure purchasing and inventory control processes are ready to be audited at any time. 

This position will report to the Marine Services Maintenance Manager

Salary Range:  The range for this position is $24.74 - $33.25 per hour, commensurate with experience. With rare exception, initial appointments are usually made at Step 1 ($24.74).

Employees receive a generous general leave accrual and 11 holidays pro-rated based on the number of hours worked per pay period up to a maximum of 80 hours per pay period. Kitsap Transit also provides employees and certain dependents with a free transportation pass on Kitsap Transit.

Hours of Work:  Work is conducted during regular business hours, Monday through Friday. May require occasional evening or weekend work.

 

QUALIFICATIONS

 

Kitsap Transit employees who wish to apply must have a satisfactory performance and attendance record.  Kitsap Transit Operators with any of the following criteria in the last twelve months are excluded from recruitment opportunities:  

  • a current Decision Making Leave or higher in the Safety category
  • more than two held customer complaints
  • more than four unscheduled absences
  • more than two late reports

Education and Experience:  High school graduation/GED and two years of increasingly responsible experience ordering, distributing and maintaining parts for fleet support. 

Desired:  A background in marine inventory.  An Associate degree (AS or AA) or a two-year technical certificate in supply chain and logistics of parts and supplies. 

Licenses/Certifications:A valid Driver’s License upon hire and a valid Transportation Workers Identification Card (TWIC) issued by the Transportation Security Administration (TSA) within thirty days of hire. 

Knowledge, Skills and Abilities:  Following are some highlights of the knowledge, skills and abilities required to be successful in this position. 

Knowledge of:

  • Effective inventory control techniques
  • Parts used in the repair and maintenance of vessels/vehicles
  • Computerized inventory control systems and use of barcode systems
  • Receipt, storage and issuance of parts and supplies
  • Logistics theory and practices
  • Purchasing practices, procedures guidelines, and contract administration 

Skill in:

  • Using catalogs, shop manuals and reference materials
  • Analyzing, evaluating and recommending improvements to inventory control processes
  • Procuring, storing and distributing parts for the repair and maintenance of vessels/vehicles
  • Compiling statistical data to update inventory levels
  • Keeping accurate and detailed records
  • Understanding and applying complex regulations, procedures and guidelines
  • Communicating effectively orally and in writing
  • Working independently and in team settings with crewmembers, maintenance, and support staff in a courteous, professional, and productive manner
  • Creating clear and concise oral and written presentations
  • Assessing, recommending and implementing new inventory control software, hardware and related equipment
  • Using personal computers and specialized office software including word processing, spreadsheets and database programs in a Windows-based operating environment
  • Establishing and maintaining effective working relationships with other Kitsap Transit employees and the public 

Working Conditions/Physical Requirements:

Positions in this class typically require: climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, dexterity of hands and fingers to operate a computer keyboard and other equipment, grasping, feeling, talking, hearing, seeing and repetitive motions.  Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to move objects.  This position is located in a typical inventory control environment and may be exposed to engine and equipment sounds and smells.  Occasional evening and weekend work may be required.
