San Antonio Terminal Internacional S.A. STI (SSA Marine and SAAM Puertos)
Appointed by SSA Marine like COO and Board Member of San Vicente Terminal Internacional S.A.(SVTI) from Feb 2007 to Jan 2011, reporting directly to Manager Director and president to the STI Board
Regarding STI, I was on leading the heading of whole operations, safety, security, equipment and project development matters, I was in charge of 640 people, as a certificate terminal iso 9000 and iso 14000, we had the highest technological standards on prevention of human accidents and on avoiding marine pollution. I leaded a navigation study on post-Panamax ships (loa 335m x beam 42m) which included training on full motion simulators in HR Wallingford (UK) and on training simulators at MITAGS (Baltimore, USA), this was for all the pilots of San Antonio, this was rigorously supervised by the Maritime Authority (Chilean Navy), allowing that with applied technology and by changing the way of operation with the ASD/Tractor Tug equipped with dynamic winch it is possible to operate securely with post-Panamax ships at STI. This proved me that with applied technology on any training process objectives are achieved successfully due to the presence of motivation and self-challenging mood.



Also I had the following responsibilities:
Financial Accountability Direct and Indirect, Organizational Priorities, Human Resources Management, Promote a Positive Labor Environment and Vendor Relations, Provide Advice and Service on all Labor Matters.


Regarding SVTI Board Member, same period of STI we discuss the investments and port projection according the scenarios than the GM show to the directors once a month (according Chilean law) and another issues as well














PANAMA PORTS COMPANY, S.A (HUTCHISON PORT HOLDINGS)
Operations Manager from April 2001 to January 2007 (1 berth and 3 Post –Panama Cranes, plus 4 general cargo berth) until present (4 container berth 6 Post Panamax Q-cranes and 6 Panamax Q –cranes plus 2 general cargo berth). Reporting directly to the General Manager and responsible for an Operations team of over 600 personnel. Increased productivity from 17 moves per hr per crane (mph) to 41mph whilst also reducing handling cost from 14US$ to 6.5US$ per container. Actively involved in equipment specifications and Terminal Facilities for Cranes, RTG’s and other landside handling equipment to expand facilities at the Port of Balboa and Cristobal as well to reach 7.5M TEUS

Operations superintendent from December 1999 until April 2001 working with operation labor and shipping agencies in order to coordinate the work of each vessel worked by the terminal at minimum cost and with maximum efficiency

My Profesional experience

1. Would you please describe your senior management experience?
My experience started in Panama Ports Company (PPC), which is part of Hutchinson Port Holdings (HPH). I was the Operations Manager of the Port of Balboa in 2001 and the Operations Director of the ports of Balboa and Cristobal on 2003, the main challenges faced were the increase of the productivity because of a penalty that was being paid to the shipping companies because of the low performance, from 14mph to 41mph we had the highest productivity from all group . I also achieved, along with the team that I leader, the diminishment of the costs of operations because there was an inefficient way of working that provoked an excessive over-time having few clients.
The main changes we made are the following:
a. Better administration of the operative-administrative force like empowerment and specialized labour, 40 hours per week more or less depending on vessel demand, we took better advantage of the labour law and clauses that regulated us.
b. Improvement of the relations of the company with the union, new collective bargains.
c. Increase of the productivity
d. Lowered the rate of personal and equipment accidents
e. Productivity bonus for all vessels finished with gross productivity over 25mph
f. The department of safety and training was reinforced
I took part actively in the expansion process of the ports of Balboa and Cristobal, a determinant factor of this growth was the start of the operations of the Panama – Colon train along with the Panama Canal Railway Company; we had to deal with customs and agriculture department authorities so they can allow the transportation of some products along the Panamanian Isthmus, such as coffee, reefer cargo and IMO charge, the success of this authorization had been demonstrated until nowadays along with the connectivity that this offer to the shipping companies.
I also had to work on the financial aspect, structural construction, port and computational equipment for the expansion of both ports, because we were having this rapid growth of 20% and the port must continue operating without interruption. I had to do the negotiations required with the Panama Canal Authority (ACP) for the delivery of the lands that would allow the port’s growth, also I had to deal with the ACP pilots and the harbour master because of the manoeuvrings that must be done at the different piers with Panamax, and Post Panamax vessels; also we going to simulators (ACP) in order to run all the models, options to perform the manoeuvrings with 100% safety and accuracy as possible having the Panama Canal always like a partner
In Chile I worked on the implementation and production of the in-house software, regarding reception and dispatch of container cargo through our website, this systems controlled by customs server and the port’s server. This permitted us to reach top on the WCSA, being the unique port in Latin America which dispatched in 30 minutes, otherwise we had to pay the transport company (because of the competition of the port of Valparaíso), this was made as a marketing advantage that helped the shipping lines and end user clients.
This helped us on being more efficient in all our operations processes, helped by technology we could make the reach stackers to work without checker besides them, mainly because of the cost and personnel safety without decreasing the port’s productivity. Regarding this matter we was implementing the OSHAS rules

3. Would you please describe your commercial experiences?
I have been linked with shipping companies and end user clients because of working in operations, we are the ones who deal directly with the clients and therefore with customer service that must be excellent all the time. I have always been involved in the negotiation process with the shipping lines; as long as I reinforced the Berth Windows concept. We also went on business trips together (operations and commercial departments) twice a year minimum, so to keep a direct and open relation with our clients. In Chile I had to deepen this relation because we focused in our end user clients, with retailer companies and steel importers and exporters, we did this also in Mendoza, Argentina with a fruit importer company. We innovated in the implementation of an air dome for the fruits; this permitted us to manage the cargo without any contamination or weather predicaments, which was, and still a total success.


4. Would you please describe your finance experiences?
With the finance level that I posses I have made the budgets of the departments I have worked in and the correspondent capex of the expansion projects, which I have leader, along with justifying them on the Board. I assisted to the periodical revisions of the company’s financial situation and I had to travel several times to the many Business Units were this meetings took place (Hong-Kong, Mexico, Argentina, Europe, USA). I also took part in the Board of Directors of the port of San Vicente Terminal Internacional S.A. (SVTI) in Chile, where we analyzed and discuss the results of the company exposed by the general manager, we also talked about future clients, projections and risks involved in future operations because of the high degree of competition we had in the region along with the necessary changes to be done in the organization, which required to travel, and if we could we took advantage of the trip to visit other business units and share our best practices.


5. Do you have any experiences in dealing with key stakeholder relationships including shareholders and external government agencies?
Yes, I have my experience as COO in San Antonio Terminal Internacional S.A.. My duty was to maintain good relations with the company’s partners in Chile (SAAM) because there are 2 ports, San Antonio and San Vicente, where the main objective was to improve the business through and because of the good relations. I also had to deal with the government because they were the ones that managed our concession and there were always issues to negotiate, like the port entrances and exits, expansion studies, certifications and environmental studies. The certification for the terminal to receive Post-Panamax vessels (Loa: 335m and Beam: 43m) was also achieved, with the authorization of the maritime authority (navy) after a mathematic-theoretic manoeuvrings study with full motion simulators made in England (HR Wallingford) and a training simulation in MITAGS (Baltimore, USA) to the pilots and tug-masters of the port in a simultaneous way.


6. What is your knowledge regarding advanced knowledge of terminal safety and security procedures and protocols?
In every port I have worked in and after 9/11 I had been part of the process of learning and implementation and constant revalidation of the ISPS code CTPAT, I also have worked under the ISO certification process 9.000 and 14.000, in every aspect I know the OSHAS rules that we were implementing last year in Chile so to diminish accidents through a preventive and no reactive attitude in the daily life of all the agents that work with us, like suppliers, collaborators, load agents, state organisms, shipping companies and end user clients.


7. Have you ever been in a position of proven leadership capability?
Yes I have, in my two last positions in Panama and Chile I had more than 800 associates, with whom I endured the harsh conditions of the earthquake on February 2010, but we could resume the port’s activity on the third day after the disaster.


8. Have you ever been involved in stressful environments and resolved it by using a sociable but firm approach, as well as engendering trust and integrity?
My experience in Panama was incredible with every challenge I had ahead of me, what helped me the most was the level of understanding we had with all the company’s personnel that permitted us reaching every wanted goal.
After the terrible experience of the Chile’s earthquake the personnel end up really affected in an emotional way, so there was always the need for the reinforcement of the values and self-confidence in order to convince them that we could continue even better than before because of now being stronger people.
