Job Description
The Senior Maritime Project Manager at the Massachusetts Port Authority oversees the development and management of all Boston Harbor Navigation Improvement Projects for the Maritime Department and serves as the primary liaison to associated internal and external stakeholders. Assists the Port Director and Chief Administrative Officer with various environmental, economic development, grant, and Port related research and projects.


1. Serves as primary liaison to the U.S. Army Corps of Engineers, the U.S. Coast Guard, and other maritime organizations associated with the Boston Harbor navigational improvements.

2. Works closely with the Army Corps of Engineers regarding the authorization, funding and coordination of future channel improvement and berth deepening projects.

3. Oversees management of Massport’s responsibilities associated with the various aspects of the Boston Harbor Navigation Improvement Project.

A. Coordinates Massport review and comment on project permitting and design/engineering documents.

B. Tracks project schedules and budgets, including those associated with the Army Corps of Engineers design and construction, Massport design and construction costs and contributions, contributions by private terminal owners, and other project components.

C. Works with other Maritime Department, Capital Programs, and Administration and Finance staff to develop and update capital expenditure plan, for dredging and other required maritime infrastructure investments, to support the Navigation Improvement Project.

D. Represents Massport on the Navigation Improvement Project Technical Working Group.

E. Advises Maritime Senior Staff on dredging related issues with potential impacts to cargo facilities, container operations, cruise operations, seafood processing and Maritime real estate.

4. Monitors project-related environmental and community issues and works with Capital Programs and External Affairs to develop and present strategies to address them.

5. Works with Legislative Affairs and other internal departments to track Federal, State, and local governmental actions impacting dredging related legislation and helps prepare and present appropriate policy responses to Maritime Senior Staff, the Executive Director, and the Board.

6. Works with External Affairs to promote the project benefits, respond to information request, and present to interest groups and associations on the project.

7. Supports the Port Director and Chief Administrative Officer in the planning, development and implementation of Port initiatives and projects related to maritime real estate, transportation, and port infrastructure.

8. Provides analytical support and input on policy recommendations to Maritime Department senior staff on various economic development issues associated with container, cargo, cruise and seafood processing businesses.

9. In conjunction with other Massport departments, develops, implements, and disseminates information about environmental initiatives tied to Maritime Department properties and operations (including environmental management systems, sustainability plans, and air emission and noise monitoring).

10. Conducts research to identify potential grant opportunities from various sources to support maritime infrastructure, operations, environmental, and other needs. Prepares grant filings, including developing supporting material from internal and external sources. Oversees grant filings and, when successful, grant administration.

11. Manages Massport’s Clean Truck Program, including program administration, marketing, funding, partnerships, and interactions with the trucking community.

12. Monitors Endangered Species Act compliance and impacts on ocean shipping.

13. Completes other projects/tasks as assigned.

EDUCATION: Bachelor’s Degree in planning, business, transportation, public administration or related field required. Advanced professional degree strongly preferred.

EXPERIENCE IN RELATED FIELD: 5 - 7 years of experience required, in either public sector management or in a relevant private sector business or profession. Must have direct experience working on harbor deepening/dredging projects and interfacing with the U.S. Army Corps of Engineers, U.S. Coast Guard, and other maritime or port- related organizations. Work experience with a port authority or relevant maritime industry experience strongly preferred.

1. Extensive working knowledge of public sector service and government operations.

2. Working knowledge of governmental regulations and operational issues regarding transportation and economic development activities within the Massachusetts environment.

3. Demonstrated project management skills and experience on medium to large scale projects.

4. Direct experience working on maritime related capital projects and strong understanding of capital budget processes.

5. Experience in community and government relations.

6. Working knowledge of public sector finance, budgeting, community involvement, and EEO/AA minority economic development issues.

7. Extensive working knowledge of the port industry including port administration, finance, operations and marketing.

8. Ability to pass a Massport controlled substance test and security background checks

WORK SCHEDULE: Ability to work a 37.5 hour work week. Ability to work additional hours as necessary as workload demands.
