Who May Apply: Open to all qualified United States citizens who are not
currently employed with Military Sealift Command (MSC) as
civil service mariner (CIVMAR) employees. Relocation
expenses are not authorized for this position.
Duties: Assistant Damage Control Officers (ADCOs) conduct
training based upon MSC and USCG training requirements,
ship drills, ship inspections and/or casualty
investigations for the MSC civil service marine
workforce. ADCOs may be assigned to a MSC training
center, field site, or on an Afloat Training Team. Duties
include, but are not limited to, conducting training
and/or ship drills based upon MSC and USCG training
requirements; conducting ship inspections and casualty
investigations; developing/revising training courses,
lesson plans, student/instructor guides, and other
training material; writing instructional, investigation
and/or inspection reports with recommendations; providing
technical advice on damage control issues; acting as
safety observer during field evolutions; and/or
maintaining and repairing school facilities and equipment
as necessary. ADCOs report to a Damage Control Leader.
Candidates selected required to sail 30-45 days on annual
basis during high relief request seasons and mission
contingencies. When assigned to a ship, ADCOs come under
the administrative supervision of the ship’s Master.

Minimum Eligibility Requirements:
Must be a United States citizen of at least 18 years of
age and possess and maintain a valid:
1. U.S. Passport with a minimum of seven (7) months
remaining of expiration date.
2. United States Coast Guard (USCG) Merchant Mariner’s
Credential (MMC), with a minimum of ten (10) months
remaining of expiration date with the following
• Any Unlicensed Rating in the Deck Department,
Able Seaman Unlimited, or Any Unlicensed Rating
in the Engine Department
3. Licensing/Certification requirements:
• USCG license endorsed as: Second Mate (any gross
tons upon oceans) or higher; or Second Assistant
Engineer (Steam, Motor or gas Turbine vessels of
any horse power) or higher;
• STCW Certificate that accompanies the USCG
• Applicants with an Engineer’s license must also
possess a Universal EPA Ozone Depleting
Substances certificate.
• Applicants with a Deck license must also possess
a current Radar Observer Unlimited endorsement
or certificate.
• A Federal Communications Commission GMDSS Radio
Operator's License/certificate.

Evaluation Criteria:
Applicants who meet the minimum eligibility requirements
described above will be further evaluated. Documented
knowledge, skills, and abilities, education, training,
and awards contained in the application package and
resume will be reviewed and rated to determine the degree
to which applicants possess the required knowledge,
skills, and abilities listed below that are essential to
perform the duties and responsibilities of the position
for which applications are being considered.
1. Knowledge of shipboard safety, antiterrorism-force
protection, lifesaving, firefighting and damage control
equipment, programs, and procedures to conduct training
and drills.
2. Ability to communicate orally, and in writing to
develop and write technical papers and instructional
materials, to represent MSC in conferences, conduct
training, drills, and inspection and investigative

Although not required for consideration, candidates that
hold Tankerman PIC (person in charge)/DL (dangerous
liquids), or the appropriate Towing credentials as
specified in 46 CFR 15.805(a)(5), Towing Officers
Assessment Record (TOAR), possess credentials or
certificates demonstrating proficiency with unusual and
technical shipboard operations systems and programs such
as Dynamic Positioning (DP) Systems, salvage operations,
cable operations, command ship operations, or foreign
naval auxiliary operations shall provide that

Conditions of Employment
1. CIVMAR positions are subject to drug urinalysis
2. Able to obtain and maintain security clearance
eligibility and assignment to a sensitive position.
3. Able to successfully pass the physical examinations
(arranged by MSC) and maintain MSC medical
requirements. Participate in vaccine immunization;
including a tuberculosis (TB) screening test is also
required. TB screening is not provided at the MSCarranged
medical examination, but can usually be
obtained from your personal medical provider or free at
any local public health clinic. If you have previously
had a positive TB skin test (i.e. a CONVERTER or
REACTOR), another skin test is not required. You must
instead provide the medical department written proof
that you have completed treatment with medicine (i.e.
INH), or that you have started treatment with medicine,
or that such treatment is not warranted as determined
by competent medical authority.
4. Attend and successfully complete all mandatory training
courses, including personal survival, which requires
the ability to float in the water for a minimum of
sixty (60) seconds.
5. Be ready, willing, and able to physically perform the
duties of this position worldwide at all times.
6. Be ready, willing, and able to work in a shipboard
environment and wear protective equipment worldwide at
all times.
7. Entry-level positions require candidates to pass an
English language competency test.
8. Participate in direct deposit/electronic funds transfer
as the standard method of payroll payments.
9. Capable of speaking, understanding, reading and writing
the English language.
