Job Description
Manager of Environmental, Security, and Safety Programs

The Port of Redwood City, located 20 nautical miles south of San Francisco, is the only deepwater port in South San Francisco Bay. It is strategically located in the growing economic region of Silicon Valley and serves industrial companies with dry bulk and neo-bulk cargoes. The Port is a quasi-autonomous department of the City of Redwood City, governed by the Board of Port Commissioners, managed and operated by the executive director and a staff of nine.
The Port’s business is comprised of three major areas:
• Maritime - activities related to the import and export of waterborne cargos and the leasing of industrial land and buildings directly associated with maritime activities.
• Commercial - leasing of land and buildings not directly associated with maritime activities.
• Recreational Boating - provides public access to boating facilities including a marina, boat launch ramp, and related amenities.

The Port is seeking a responsible, motivated, and dedicated individual to develop, implement, update, and monitor compliance with environmental, security and safety programs for all Port facilities and business areas. The successful candidate will possess the ability to communicate effectively and work cooperatively with users of the Port’s facilities, tenants, recreational boaters and regulatory agencies including the U.S. Coast Guard, Environmental Protection Agency, air and water quality control agencies, Redwood City Fire and Police departments, and other federal, state, and local agencies.

Position Duties and Responsibilities
This position reports to the Executive Director, however, it is also responsible for taking direction from and providing assistance to the Manager of Operations, and assumes the responsibilities of the Manager of Operations in his/her absence. Examples of duties and responsibilities include, but are not limited to:

Environmental Management
a) Develop, implement, and manage environmental compliance program for Port property and operations, including environmental audits of Port tenants.
b) Perform complex tasks pertaining to environmental matters including documentation, permitting and compliance with local, state and federal laws and regulations.
c) Manage evaluation of proposals for tenant development projects including CEQA review and permitting.

Security Program
a) Serve as the Port’s Facility Security Officer (FSO) to ensure compliance with U.S. Coast Guard regulations, coordinate tenant facility security plans, and serve as the chair of the Port Security Committee.
b) Maintain the Port’s day-to-day operational integrity and security; supervise private security guard services and manage security contract.
c) Implement and maintain the Port’s Security, Emergency Response and Business Continuity Plans; work with tenants and local/state agencies to update plans to enhance response, recovery, and trade resumption.
d) Procure and coordinate security training and exercises to ensure compliance with the Port’s Security, Emergency Response, and Business Continuity plans.

Safety Program
a) Develop and lead safety training and exercises to ensure compliance with the Port’s safety plan.
b) Implement and maintain compliance with OSHA rules and regulations.

Operations Support
a) Provide assistance to the Manager of Operations in managing Port property and facilities.
b) Assume responsibilities of Manager of Operations in his/her absence.

a) Negotiate and manage professional services agreements.
b) Seek public and private funding opportunities for Port capital improvement projects, including grants.
c) Develop and maintain relationships with consultants, and local, state, and federal agencies regarding Port projects, transportation planning, environmental programs, and navigation projects.
d) Work collaboratively with management team to maximize the value of Port facilities to each stakeholder group.
e) Perform other duties as may be assigned by the Executive Director and/or Manager of Operations.

Experience, Education, and Training
• Previous work experience should include a minimum of 5 years of management experience in maritime transportation, industrial property management, environmental, security, and safety programs. Experience with security and safety operations and emergency preparedness with an emphasis on maritime and industrial property are preferred. Grant writing and administration experience is a plus.
• Requires a minimum of a BS/BA degree in business or public administration, transportation, environmental studies or related fields.
• Successful candidate must have excellent communications and negotiations skills and the ability to conceptualize, plan, and execute concurrent multiple projects.
• Ability to make effective presentations and conduct public meetings with Port staff, tenants, community and governmental organizations.
• Must meet security requirements for FSO credentials and qualifications for a TWIC card; possess valid CA driver’s license.
• Availability to work some nights and weekends; ability to travel.
• IT skills including Microsoft Office applications (Outlook, Word, Excel, PowerPoint, etc.) and ability to manage programs for digital camera monitoring and recording systems.
