Position: Chief Mate
The following position is for a tug and petroleum barge operation in St. Eustatius. The vessels are flagged Republic of the Marshall Islands and mariners must have either existing license / endorsement for the Marshall Islands or be qualified to get a Marshall Islands license / endorsement. Tug and barge operation is typically from St. Eustatius to St. Maarten, however, some longer voyages are possible. Each position is on a 60 days on / 30 days off rotation, with 1 day of vacation accrued per 10 days worked. Typical contract period is up to one year.
Summary of the position:
Being the representative of the Company, the Chief Mate is in overall command of the vessel in case of absence of the Captain. During this period, he has the legal and operational responsibility for the vessel including vessel’s property, equipment, the complement, the cargo and the execution of the job. For all internal matters related to vessel management, he will report to the Captain of the dedicated vessel or the Operations Manager of the project.
Responsibilities, Authorities and Accountabilities:
To follow the Health, Safety and Environmental policies of the Company as laid down in the Safety Management System and Company directions;
To monitor and record the working hours and resting periods of the individual crew members and to ensure that these are in accordance with flag state and international legislation and company regulations and requirements;
To ensure safe navigation of the vessel and arrange availability of the vessel in a safe and efficient manner to carry out the job, the voyage, the contract or the project;
To maintain a navigational watch;
To comply with the applicable flag state and international legislation and regulation, the Company rules and requirements, commercial contracts and accepted Industry Standards;
To ensure sufficient crew on duty as required per manning certificate and for a specific job;
Issuing appropriate orders and instructions to his crew in a clear and simple manner;
The supervision of all maintenance work on board and to ensure that the work orders of the planned maintenance system are being executed and reported as per requirement;
To ensure proper administration as per Captain of all vessel related
activities and arrange correct and timely reporting;
To communicate directly with clients, authorities, suppliers and service technicians as required;
To prepare written reports, requirements, safety reports and other documentation ass needed;
To ensure a courteous and productive interface for customers, pilots, captains and marine department personnel during operations;
To stop operations or act at his discretion whenever unsafe, nonconforming or conflicting situations arise.
Assist with operational duties on deck as required by the Captain;
Other duties as assigned by Seabulk Tanker, Inc. Management.
License Requirements
The Chief Mate must be able to comply with the applicable flag state and international legislation, environmental regulations, the Company rules and regulations, policy, directives, commercial contracts and accepted Industry Standards;
The Chief Mate must have proper licensing, training and endorsements according to the requirements of the flag of the vessel.
